UK RED ALERTs give information on what needs to be reported to different parts of the UK government

UK GOVERNMENT AGENCIES ISSUE ALERTS

  • AMBER alerts are for more general information.
  • RED ALERTS are for an immediate or specific threat. The Red Alert gives information on what needs to be reported to different parts of the UK government.

THE LATEST RED ALERT WAS ISSUED IN July 2025

THE LATEST RED ALERT describes “resilient” sanctions evasions and avoidance networks, focusing on:

  • One led by Azeris Eyyub and Tahir Garayev, which traded more Russian oil than any other entity through relationships with Rosneft and its CEO, Igor Sechin, in 2024; and
  • The UK designated Eyyub and Garayev on the Russia sanctions list in May 2025.

This network is known to its affiliated traders/brokers as being split between a “blue” side and a “red” side:

  • The “blue” side works with banks, insurers and trading platforms in Western countries. The leading companies on this side were 2RIVERS DMCC and 2RIVERS PTE, both of which were sanctioned by the UK in December 2024; and
  • The “red” side trades Russian oil directly using obscure ownership structures and front companies. The leading company on this side was NORD AXIS, which the UK sanctioned in May 2025.

The Red Alert identifies the following ‘red flags’, which should trigger increased monitoring for potential sanctions evasion:

  • Companies with limited trading history that very quickly trade large volumes of oil;
  • Companies with limited information on ownership, directors or beneficiaries;
  • Multiple transfers between obscure companies;
  • Companies registered or operating in high-risk jurisdictions; and
  • Companies with a limited online presence.
