The Swiss UPHOLD Dmitry Konov sanction DESIGNATION and remain aligned with UK/EU (but not US)

In 2016, Dmitry Konov, the former chairman of Sibur, one of Russia’s largest petrochemical companies, was designated by the Swiss government in a sanctions-related action.

A Swiss court later upheld this designation, stating that the government had sufficiently established that Konov remained an influential businessman in Russia, despite his resignation from Sibur following the sanctions.

This ruling reflects the broader European and international stance on individuals perceived to maintain significant influence within sanctioned regimes, even after stepping down from formal roles. Konov's case is emblematic of how sanctions can extend beyond official titles to perceived ongoing influence.

European Union

  • Konov was designated under the EU’s Russia sanctions regime in response to the invasion of Ukraine.
  • The EU General Court annulled his 2022 and 2023 listings, but his 2024 listing remains valid.
  • Measures include:

    • Prohibition on making funds available
    • Travel restrictions.

United Kingdom

  • Listed under the Russia (Sanctions) (EU Exit) Regulations 2019.
  • Subject to:
    • Asset freeze
    • Trust services restrictions
    • Prohibition on dealing with funds or economic resources.

United States

  • There is no public record confirming that Dmitry Konov is currently sanctioned by the U.S. Treasury (OFAC). He does not appear on the SDN (Specially Designated Nationals) list as of the latest available data.

Operating in the UK or EU (including Jersey).
