Mauritius and the Madagascar Tycoon, who is accused of Money Laundering and Terrorist Financing

19/10/2025

In a dramatic escalation of Madagascar’s anti-corruption efforts, Mamy Ravatomanga, Chairman and CEO of the SODIAT Group, is now the subject of an international arrest warrant issued by the Anti-Corruption Pole (PAC) of Antananarivo. The warrant, signed by Rakotonanahary Rojosoa, senior investigating judge of the PAC, cites serious charges of

The arrest warrant comes amid widespread protests and political unrest in Madagascar, with citizens demanding accountability for corruption and economic mismanagement. Ravatomanga’s name has surfaced in previous investigations, including the Panama Papers, and he has faced scrutiny for alleged tax evasion, timber trafficking, and embezzlement of public funds[en.wikipedia.org]

Flight to Mauritius and International Scrutiny

Just days before the warrant was issued, Ravatomanga reportedly fled Madagascar on a private jet, accompanied by former Prime Minister Ntsay, landing in Mauritius.

The Mauritian Financial Crimes Commission (FCC) has since launched an investigation into his arrival and potential illegal fund transfers from Madagascar. [billionaires.africa]

Mauritian authorities are now monitoring his movements, and a “Report on Departure” has been filed to prevent him from leaving the country undetected. [loop.mu]

Legal Action and Immediate Detention Order

The warrant, dated 16 October 2025, orders all bailiffs and law enforcement officers to arrest Ravatomanga and detain him at the Central House of Antanimora, Madagascar’s high-security prison. The judicial order serves as an immediate prison directive, bypassing prior approval, in accordance with Article 109 of the Malagasy Code of Criminal Procedure[lexpress.mu]

According to the PAC, Ravatomanga is actively sought for alleged manipulation of funds and illicit financial operations conducted through multiple entities linked to his business empire.

The case is part of a broader investigation into cross-border financial flows between Madagascar and foreign jurisdictions. [lexpress.mu]

Health Status and Legal Defense

Ravatomanga has reportedly been admitted to a clinic for three days, according to his lawyer Siddhartha Hawoldar, raising questions about his ability to respond to the warrant. No official statement has been released by the SODIAT Group or Madagascar’s judiciary regarding his current location or condition. [lexpress.mu]

Political and Economic Implications

Ravatomanga, a high-profile figure in Madagascar’s business and political circles, has long been associated with President Andry Rajoelina and former Prime Minister Christian Ntsay. His conglomerate spans sectors including transport, construction, media, hospitality, and aviation, making him one of the country’s most influential economic actors. [en.wikipedia.org]
