Mauritius - 16,000 companies still do not have a Data Protection Officer, despite the existence of data protection legislation.

The Ministry of Information, Communication, and Innovation Technologies (TICI), through CERT-MU, launched on Monday an international training program on Cyber Threat Intelligence (CTI) at the Hennessy Park Hotel, in Ebène.

Chaired by the Minister of ICT, Avinash Ramtohul, the opening ceremony took place in the presence of representatives from the ITU, the EU, and professionals from the digital sector.

In his speech, the minister:

  • Recalled that more than 16,000 companies still do not have a Data Protection Officer, despite the existence of data protection legislation.
  • Insisted on the urgency of accelerating the country's digital modernisation.
  • "We have lost ten beautiful years. It's time to catch up.
  • I am confident that we can regain the 12 places lost in the global rankings of digital services."

The minister also spoke of the growing expectations of young people for digital services adapted to their lifestyle:

  • "Imagine a young person who works in Ébène and who cannot receive his parcel because he is not at home.
  • Why not allow delivery to the nearest gas station?
  • This is the kind of concrete digital transformation that our citizens expect."

Referring to the implementation of the Digital Transformation Blueprint, the minister:

  • Called for a review of existing data governance legislation.

The minister concluded by:

  • Stressing that the country is moving forward with a logic of Tell us once. "If the government already has your data, you shouldn't have to provide it again. Digital public services must be simple, intuitive and efficient," he said, while acknowledging the challenges of implementing new technologies.

The training:

  • Organised in collaboration with the International Telecommunication Union (ITU) and funded by the European Union (EU) as part of the Capacity Development for Digital Transformation project, it brings together cybersecurity experts from 13 countries, including Mauritius, Nigeria, Tunisia, India, Malaysia, Albania, Zambia and Zimbabwe, from 30 June to 4 July.
  • Focused on an in-depth understanding of the concepts, tools and frameworks of the TICI, the training includes hands-on workshops on the threat intelligence lifecycle and information sharing protocols as well as the use of platforms such as the Malware Information Sharing Platform. Particular attention will be paid to cross-border cybersecurity challenges and the need for real-time collaboration between countries.
