Jersey and Guernsey agree on some country risk sources but disagree on what constitutes the source contents!!!
23/06/2025
Jersey and Guernsey have country risk outlined in their AML/CTF/CPF handbooks.
For example, Jersey and Guernsey both include and refer to the:-
- WORLD BANK GOVERNANCE INDICATORS
- https://www.worldbank.org/en/publication/worldwide-governance-indicators
Worldwide Governance Indicators is a global compilation of data capturing household, business, and citizen perceptions of the quality of governance in more than 200 economies.
The Jersey and Guernsey sources of the Worldwide Governance Indicators are as follows:-
One would think both islands would agree on what countries are included in their assessment of AML/CTF/CPF risk; however, they don’t.
Out of a total of 90 countries, both islands agree on 74 countries but do not agree on 12 (8+4)
- Jersey has 79 countries [74+4]
- Guernsey 86 countries [74+8]
The above data can be seen from the assessment below.
The Comsure methodology takes no risks and takes account of both islands, and has 90 countries listed [74+8+4] countries in its World Bank course list – see below
