🚀RISQED is raising the bar on EWRAs and Compliance Monitoring.

  • On 4 June 2026, the JFSC released its revised Guidance Note: Compliance Monitoring, marking the first major update since the original guidance on 6 December 2013. This update is part of the JFSCs "Simplifying our Regulatory Framework" project.
    Key changes and modernisations in the 2026 version include:
    • Stronger emphasis on dynamic, data-driven, risk-based Compliance Monitoring Plans (CMPs) that clearly distinguish inherent vs residual risk.
  • Expanded guidance on various risk assessment types, including Enterprise-Wide Risk Assessment (EWRA), functional/departmental, product/service, customer, thematic/issue-based, technology & cyber risk, and project/change risk assessments.
  • A new dedicated section on Regulatory Technology (RegTech), encouraging tools that enhance efficiency, accuracy, and responsiveness, with proper governance, human oversight, and audit trails.
  • Clear examples of good practice vs poor practice, including warnings against "negative assurance" and assuming controls exist without testing effectiveness.
  • Practical Appendix scenarios from recent JFSC thematic examinations, showcasing effective, ineffective, recovery, and reporting-failure examples.
    - Renewed focus on trigger-based updates, proportionate testing, timely remediation, and robust board/senior management reporting and oversight.
  • Updated references to the current legislative landscape, including post-2013 laws and codes.
