JFIU new proliferation financing typology released🔥
30/09/2025
In line with the FIU's aim to enhance understanding of the risks posed to Jersey, as an IFC, the JFIU published its fifth Proliferation Financing typology.
👉This typology examines a fictional case of a Jersey Trust and Company Service Provider (TCSP) who had been providing Registered Office and secretary services to a mining business establishing a company and trust for tax-efficient purposes.
👉 The significant risks posed to TCSPs of being exploited for PF due to their role in setting up and managing legal entities and providing services are often used to create complex Corporate Structures, Shell Companies and Trusts that obscure the identities of those involved, enabling bad actors to facilitate illicit Financial Flows and in this case, the proliferation of dual-use goods which could be used for the manufacture of Weapons of Mass Destruction (WMDs).
This typology looks at various concerns regarding:
👉 Proper Client Due Diligence (CDD) and Enhanced Due Diligence (EDD).
👉 Risks associated with dealing with Complex Structures and understanding the true Beneficial Ownership
👉 Understanding PEP links and State Ownership risks.
👉 Businesses operating in high-risk jurisdictions, and in the sector, which itself is considered higher risk.
👉 The proliferation of Dual Use Goods.
